Yes. Administrators will be able to assign up to 800 course enrollments at a time. Course enrollments can be understood as (number of courses) x (number of learners). We expect this scale to increase in subsequent versions.
If you plan to exceed this limit, you will have to break up your assignments into groups of less than 800 enrollments.
