The edX platform is built to empower individuals in owning their own learning, so for this reason they must enroll using their own accounts.
Currently, only organizations with a Subscription Plan have the ability to assign courses to learners.
You can do so by navigating to the Subscription Management screen, selecting the desired learners and then clicking 'Enroll'.
