This article explains how individual Learner Credit spend limits work
An organization’s learner credit’s remaining balance can never be spent below $0. Every learner credit budget has an overall limit which prevents spend beyond the contracted amount. Should it be desired by an enterprise, each budget can (but not required to) also include a per-learner spend limit. This per-learner spend limit sets a maximum amount that can be spent by any single learner, ensuring that all learners get equal credit allotments. Per-learner spend limits apply only to “automatically applied” credit and are not applicable to course assignments with learner credit or browse and request transactions.

They are not applicable to admin controlled course assignments with learner credit or learner initiated browse and request transactions. This ensures that the per-learner spend limit does not hinder the learning experience when learners access courses in different ways.
