Navigate to Administrator Tools > Integrations > REST API Integrations
You should see this screen:
Click on Create Integration

Enter the following Application ID: 3e77c84d-1571-4808-93e6-5de78274f932

Set the Learn User value to your administrator account name.

Click Yes in the next two fields

Click Submit
If you later choose to “Edit Integration” you will see the following screen:
